The city of North Little Rock proclaimed April 30, 2025, as Charlotte Thomas Day upon the retirement of the longtime secretary to seven mayors under eight administrations. City officials and employees past and present gathered at the Hays Senior Center April 30 to celebrate Thomas’ career and present the official proclamation, which reads in part:

WHEREAS: Charlotte Thomas is retiring on April 30, 2025, after over fifty-one years of service to the City of North Little Rock; and

WHEREAS: On February, 25, 1974, Ms. Thomas was the first African American to be employed in the office of the Mayor of the City of North Little Rock as part of the executive staff, where she served her entire career; and

WHEREAS: During her tenure, Ms. Thomas has worked under eight administrations with seven mayors including Mayor Casey Laman, Mayor Bob Rosamond, Mayor Eddie Powell, Mayor Reed Thompson, Mayor Patrick Henry Hays, Mayor Joe A. Smith, and Mayor Terry C. Hartwick.
